IT Specialist -Tier I Help Desk Support (Norfolk)
Requirements: Minimum active secret clearance and 3 Years experience Tier I Help Desk Support (1) The Contractor shall provide support for CNRFC N1 Manpower and Personnel Trouble Calls that are originated by Full Time Support (active duty) Navy personnel typically located within CONUS. The Contractor shall provide for resolution of common problems/questions and intake and hand-off for complex problems and questions. The Contractor shall handle basic requests or problems with the use of baseline technologies; quote policies and procedures and interpret them into layman’s terms; and provide simultaneous information lookup and referral. The contractor shall provide professional telecommunications support which encompasses the skills to handle, monitor, and remedy trouble calls in a professional, courteous manner and have experience with the Navy’s pay and personnel systems. The Contractor shall provide the support Monday thru Friday during normal working hours of 0630 – 1700 CST and reduced customer service support from 0700 – 1530 CST on Saturdays to handle emergent issues. (2) The Contractor shall provide support to the Tier I Help Desk environment to include the following: (a) Receive all incoming NSIPS/Pay related phone calls; . (b) Log all Trouble Ticket (TT) information to include at a minimum; name, SSN, NRA, and UIC; (c) Handle customer problems on the spot. Create service request, research, identify, and provide resolution if customer’s problem can be resolved locally. If not, forward service request to Tier II for systems data manipulation and resolution; (d) Provide all Gain research information to facilitate good gains during all initial calls. This is data collected and logged into the system to validate requestor information to assist in resolving problems; (e) Work directly with the database administrator or, if authorized, conduct minor database operations to resolve systems/data integrity issues; (f) If determined the customer’s issue requires Tier II intervention, route appropriately while retaining TT data and monitoring status to ensure proper handling and action. Tier II will be handled by SPAWAR New Orleans; (g) If determined the customer’s issue requires DFAS action, forward to DFAS for further tracking while maintaining active record of event so as not to lose track; (h) Ensure status coding of all TT’s is kept current; (i) Coordinate with the customer to ensure resolution of TTs and close only under mutual agreement, which may be confirmed only by the customer; (j) For Gains—SCI across all systems; (k) For Pay—when pay has posted to DJMS-RC, enter all TT actions into the PM software for easy tracking. Establish mechanism by which customers can check status of TT via web interface, searching by individual social security number (SSN). Ensure one TT is used for each problem, i.e. resume old TT if original problem is not resolved. Each TT should be constrained to only one SSN; (l) Provide basic feedback to CNRFC Code N1 in order to identify trends and problems; and (m) Follow up on all TTs not /worked within 7 calendar days.

REQUIREMENTS : Minimum active secret clearance and 3 Years experience Navy Reserve Web Site (NRWS) (1) The NRWS is a two-tiered public and private network that incorporates a public side that is accessible to anyone through the Internet and a private side that is accessible only to members of the Navy Reserve Force via a secure login. The NRWS provides mission critical support for the readiness and mobilization of the Navy Reserve. The NRWS supports all echelons of the entire Navy Reserve down to the individual reservist focusing on information availability and ease of communication through the web. Currently, the primary software used to support the NRWS is Microsoft Content Management Server (CMS) 2002 using 1.1 NET Framework operating on a fault-tolerant server farm comprised of approximately 18 servers. In the near future three significant changes will occur to NRWS. First, the platform will change from MCMS to MOSS. Second, the database will be upgraded from SQL 2000 to SQL 2005. Third, the hosting services for production and staging environments will be provided by SPAWAR. (2) For this effort, the Contractor shall provide CNRFC with web services support for the Navy Reserve Web Site and associated locally developed web applications. This will consist primarily of technical support for .NET programming to sustain and enhance development, testing, staging and production environments. (a) NRWS environment support The Contractor shall provide NRWS environment support to include the following: (1) Provide for all necessary technical and engineering services to maintain and enhance operations of the NRWS system; (2) Maintain design documentation of system configuration; (3) Provide for modifications to common web templates and the creation of new templates; (4) Maintain, enhance, and develop custom coded .NET modules for NRWS; (5) Test and install all system application code builds; (6) Provide training to Active Duty Personnel on all changes so that they can assist with maintaining the development, test, staging and production environments; and (7) Provide prompt response and resolution to any environment security issues/alerts when identified (within 8 hours of notification by the Government). (b) Web Survey/Application support The Contractor shall provide support for creating and maintaining web surveys and locally developed web applications to include the following: (1) Coordinating with program management and functional personnel on the requirements for the surveys/applications; (2) Designing, documenting and developing surveys, reports and applications utilizing various web technologies and tools (asp.net, Visual Studios, SQL, SharePoint, Ironspeed, Macromedia, and Adobe Design Suites); and (3) Maintaining and supporting web surveys/applications. (c) NRWS Help Desk The Contractor shall assist the NRWS helpdesk in preparing desk reference and troubleshooting guides. Additionally, the Contractor shall respond within 8 work hours to trouble calls elevated past Tier I and assigned to them. (d) Technical Support The Contractor shall provide all aspects of system management for current and future versions of NRWS in the development, testing, staging and production environments. This includes installation and daily maintenance of all applications associated with NRWS. (e) Other Support The Contractor shall provide management and administration to support each task as specified herein.
